Off-the-shelf network monitoring applications are widely available especially for standard protocols, like SNMP (Simple Network Management Protocol). These applications are often used for ad hoc monitoring of a multi-vendor network because they can deployed quickly at low cost.
But for equipment vendors bringing out a new networking product, these simple "plain vanilla" applications don't provide enough value to the product line. Providing a custom Element Management System (EMS) with a new product is generally required to represent the product in the best possible way. The custom EMS should support the set of functions specific to that particular model that make it easy to deploy and manage.
For example, a proprietary feature that is a major differentiator for the product line may require sophisticated configuration management to bring its advantages to the end user. Or the configuration and provisioning of a network of these elements may require a capable backend management system that can configure each node in a custom way. Either way, the element manager adds value to the product line.
These factors all contribute to the decision to acquire a custom Element Management System, either by licensing technology from a software vendor with expertise, or by commissioning a vendor to develop a custom version of an existing management system.
